Pasado na sa ikatlo at huling pagbasa ng Kamara de Representantes ang panukalang baguhin ang charter ng Baguio City upang maging angkop ito sa panahon.

Sa botong 231 pabor, walang tutol at abstention, inaprubahan ang House Bill 8882 na akda ni Baguio City Rep. Mark Go.

Ang charter ng Baguio City ay naging epektibo noong Setyembre 1, 1909.

“The social, economic and political situation during the early years of Baguio City was so much different from that of the present,” ani Go.

May kaparehong panukala na inihain noong 13th, 14th, 15th, 16th at 17th Congresses.

Noong 15th Congress, inaprubahan ng Kamara at Senado ang panukala pero ito at hindi pinirmahan ng noon ay Pangulong Benigno Simeon Aquino III.

“Having consulted and dialogued with resource persons and stakeholders, this proposed bill made the necessary changes to address the objections raised by President Aquino when he vetoed a similar bill in the past,” ani Go.

Sa kasalukuyang panukala, nilinaw na umano na mananatili sa Department of Environment and Natural Resources (DENR) ang pangangasiwa sa alienable at disposable public lands.

Hindi na rin umano bibigyan ang Baguio City sa panukalang charter na manghimasok sa mga ari-arian ng Bases Conversion and Development Authority.
