Naghain si Senador Leila de Lima ng isang panukala na nag-aatas na magkaroon ng paid pandemic leave ang lahat ng kuwalipikadong manggagawa – public o private sector – na nakumpirmang nag-positibo sa COVID-19.

Inihain ni De Lima ang Senate Bill No. 2148 na naglalayong bigyan ng 10 araw na paid COVID-19 leave ang mga empleyado na nahawaan ng virus at kailangang sumailalim sa quarantine.

“Filipinos valiantly choose to work, to provide for their families and to save the economy, despite the danger this pandemic poses,” pahayag ni De Lima, chair ng Senate Committee on Justice, Welfare and Rural Development.

“Thus, it is only right that these employees be provided with the incentive of having paid leaves when they are confirmed to be COVID-19 positive and they need to undergo quarantine or isolation,” dagdag nito.

Nauna nang napabalitng may 4.5 milyong Pilipino ang nawala ng trabaho noong 2020 kung saan may unemployment rate na 10.4%, ang pinakamataas na percentage sa 15 taon, dahil implementasyon ng lockdown na naging dahilan ng pagsasara ng marami ring negosyo.

Bukod diyan, tumaas din ang unemployment rate sa 8.8% ngayong Enero 2021 mula sa dating 8.2% noong Oktubre 2020. Pinakamatinding tinamaan ay ang CALABARZON at Bicol ay nakapagtala ng double-digit na unemployment rate na 13.1% at 11.3%, ayon sa pagkakasunod-sunod.

“Despite these numbers, the government sees these as ‘signs of recovery’ but with the re-implementation of the enhanced community quarantine in the country, it appears otherwise,” punto ni De Luma.

Sabi ni De Lima, sa pagbibigay ng 100 day pandemic leave para sa mga manggagawa ay hindi lang pinoprotektahan ang kapakanan ng mga ito kundi tinitiyak din nito ang kanilang occupational safety at kanilang kalusugan.

“With the colossal and detrimental effects of the pandemic, employees are forced to stay in a job that is low paying despite health hazards due to the virus and consequences of contractualization,” sabi ni De Lima.

“Those who are gainfully employed, while fortunate, struggle to do their jobs by personally reporting to their workplace despite risk of acquiring the virus on the way to and from work and even in the workplace itself,” sambit pa nito.
