Inaprubahan ng House Committee on Revision of Laws ang panukala na ideklarang special working holiday ang Hulyo 12 upang ipagdiwang ang panalo ng Pilipinas sa Arbitrary Tribunal laban sa China kaugnay ng pinag-aagawang teritoryo sa West Philippine Sea.

Iginiit ni Magdalo Rep. Manuel Cabochan III, may-akda ng panukala ang ang kahalagahan ng panalo ng bansa kaya dapat lamang na ipagdiwang ito.

Ang holiday ay tatawaging West Philippine Sea Victory day.

“The historical Arbitral ruling shall stand as a humble reminder of the importance of the rule of law and our unwavering duty to assert the territorial integrity of our country,” sabi ni Cabochan.

Hindi tumutol ang Department of Foreign Affairs (DFA) sa panukala.

“We find a lot of merit on what the distinguished proponents seek to achieve, namely to raise maritime domain awareness, to encourage appreciation for the country’s patrimonial heritage, and to instill national pride among the Filipino people,” sabi ni Deputy Assistant Secretary Emmanuel Fernandez.

Iminungkahi naman ni Fernandez ang konting pagbabago sa panukala.

“For the sake of accuracy, the body that actually issued the award is not the Permanent Court of Arbitration but the Arbitrary Tribunal constituted under Annex 7 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Permanent Court of Arbitration was simply the registry for this particular dispute settlement case,” paliwanag ni Fernandez.

Hiniling din ni Fernandez na huwag ang DFA ang gawing lead agency sa pagdiriwang kundi ibigay ito sa mas karapat-dapat na ahensya. Pumayag naman si Cabochan sa mungkahi. (Billy Begas)
