Umapela si House Majority Leader at Leyte Rep. Ferdinand Martin Romualdez sa Senado na aprubahan ang panukalang Department Disaster Resilience (DDR) sa gitna ng pag-aalburuto ng bulkang Taal.

“Much work is expected of us in the 18th Congress until the 2022 elections. But one of the bills that I wish to be enacted into law is DDR. I intend to seek our senators’ help to get this measure approved before our term expires, especially now with the continued unrest of Taal Vocano,” sabi ni Romualdez.

Ang panukala ay isa sa mga hiniling ni Pangulong Rodrigo Duterte sa isa sa kanyang State of the Nation Address (SONA).

Inihain ni Romualdez at kanyang misis na si Tingog party-list Rep. Yedda Marie Romualdez ang panukala na inaprubahan ng Kamara de Representantes noong Setyembre 2, 2020.

Nakabinbin ang mga kaparehong panukala sa Senate Committees on National Defense and Security and Peace, Unification and Reconciliation.

Unang inihain ni Romualdez ang panukala matapos manalasa ang super typhoon Yolanda noong 2013.

“We must not mobilize government resources only when a calamity is about to strike or after a disaster has ravaged entire communities. The Department of Disaster Resilience will provide leadership in the continuous development of strategic and systemic approaches to disaster prevention, mitigation preparedness response, recovery, and rehabilitation,” dagdag pa ni Romualdez.

Sa ilalim ng panukala, ang DDR ang mangunguna sa paghahanda sa mga kalamidad at rehabilitasyon ng mga lugar na masasalanta.
