Binigyan-diin ni House Deputy Minority Leader at Bayan Muna Rep. Carlos Isagani Zarate ang pangangailangan na masilip ng Kongreso kung saan napupunta ang confidential and intelligence fund (CIF) ng gobyerno.

Ayon kay Zarate dapat lamang silipin ang CIF lalo at P8.6 bilyon ang hinihingi para rito sa susunod na taon.

“With around P8.6 billion in CIF which is among the highest in Philippine budget history, and the Commission on Audit (COA) admission of difficulty auditing the use of such funds, it becomes imperative now that Congress should exercise oversight powers over such gargantuan public funds,” sabi ni Zarate.

Itinutulak ni Zarate at iba pang miyembro ng Bayan Muna ang panukala (House Bill 6261) na nagbibigay ng oversight power sa Kongreso na i-audit ang CIF. Ang panukala ay inihain noong Pebrero 2020.

“CIF has become so large and its use remain hidden that abuse and misuse of the funds are ever present, more so under a tyrannical regime, and, also now that elections are coming. Congress needs to assert its power over the purse and see if the funds it allocated were indeed used for its published purpose,” dagdag pa ni Zarate.

Sa deliberasyon ng House Committee on Appropriations, sinabi ni COA na mahirap i-audit ang CIF dahil sa confidential nature ng mga detalye nito.

“Its really a challenge to audit kasi nga they cannot disclose everything to you,” sabi ni Aguinaldo.

Iginiit naman ni Zarate ang pangangailangan na itama umano ito ng Kongreso para matiyak na tama ang ginagawang paggamit sa pondo ng gobyerno.
