Hindi umano pinahihintulutan ng batas ang mga nagsumite ng certificate of candidacy (COC) na mangampanya agad bago pa man ang campaign period, ayon sa Commission on Elections (Comelec).

“No prohibitions yet for those who filed COC. They remain to be aspirants and not yet considered as candidates,” pahayag ni Comelec Commissioner Rowena Guanzon sa kanyang tweet.

Aniya, ang mga nagsumite ng COC ay ituturing lamang na ganap na kandidato sa panahon ng campaign period.

“[They] are covered by Comelec rules on campaigning only at the start of campaign period,” dugtong pa ni Guanzon.

Bukod dito, una na ring sinabi ni Comelec spokesperson na hindi kinikilala ng premature campaigning sa usapang legal.

“So whatever they’re doing now will not be characterized as criminal premature campaigning. It will be characterized as freedom of expression,” wika ni Jimenez.

Ang campaign period para sa national positions ay magsisimula sa Pebrero 8 habang Marso 25 naman para sa local positions.
