Maaari umanong magkaroon ng price shock sa mga pangunahing bilihin sa Disyembre dahil sa patuloy na pagtaas ng presyo ng produktong petrolyo.

Kaya nanawagan si House Deputy Minority Leader at Bayan Muna Rep. Carlos Isagani Zarate sa gobyerno na suspendihin na ang ipinapataw na excise tax sa produktong petrolyo para mabilis na bumaba ang presyo nito.

“Why is the Duterte administration sleeping on this basic issue and worse why is the government’s economic managers blocking the suspension of oil taxes? Gusto ba talaga nilang pahirapan ang mamamayan? Kapag hindi rin tanggalin ang buwis sa langis maaaring magdulot ito ng price shocks sa Disyembre tulad noong nangyari noong 2018 ng ipatupad ang TRAIN law,” sabi ni Zarate.

Nanawagan din si Zarate sa Kamara de Representantes na agad ipasa ang House Bill 243 na nagtatanggal ng excise tax sa produktong petrolyo.

“We call on the House Energy Committee to immediately consider HB 243 that would alleviate our peoples’ burden. Congress should not let the Duterte economic managers, particularly the Department of Finance (DOF), to hoodwink the people once again and block this move,” dagdag pa ni Zarate.

Batay sa pag-aaral ng IBON Foundation, kapag inalis ang excise tax ay bababa kaagad ang presyo ng diesel ng P6.72 kada litro at ang gasolina ng P6.33 kada litro. Ang presyo naman ng liquefied petroleum gas (LPG) ay bababa ng P3 kada kilo.

Ayon sa DOF mawawala ang P131 bilyong kita ng gobyerno kapag inalis ang excise tax sa produktong petrolyo sa 2022.

“Hindi dapat hinaharang ng DOF ang suspensyon o pagtanggal na ng excise tax sa petrolyo, lalu na sa diesel, dahil kagyat nitong pabababain ang presyo ng langis at kahit paano ay magpapababa din sa presyo ng mga bilihin,” punto naman ni Zarate.

Samantala, sinabi naman ni Bayan Muna chairperson Neri Colmenares na maaaring mabawi ng gobyerno ang mawawalang kita kung sususpendihin din nito ang pagpapatupad ng Corporate Recovery and Tax Incentives for Enterprises Act (CREATE) na nagpalit sa corporate income tax (CIT).

“IBON also noted that the government projects revenue losses of P115.8 billion in 2021 and P101.8 billion in 2022 from CREATE’s CIT cuts. Reducing indirect consumption taxes such as on oil and increasing direct taxes on income makes the tax system more progressive. This would offset their supposed losses and would give a much needed breather for consumers,” Colmenares said.
