Muling nanawagan si House Committee on Ways and Means chairperson at Albay Rep. Joey Salceda sa gobyerno na gawing kaakit-akit ang bansa para pumasok ang mga dayuhang mamumuhunan.

Ginawa ni Salceda ang panawagan matapos ianunsyo ni US Secretary of State Anthony Blinken na tinitignan ng Estados Unidos ang pagkakaroon ng “regional economic framework” sa Southeast Asia.

“We have to adapt and compete for these investments. Right now, not all of our doors are already open. Our constitution is still severely restrictive towards foreign capital, and we still have a very narrow definition for ‘public services’ which is also highly restricted by the constitution,” sabi ni Salceda.

Ayon kay Salceda ang pahayag ni Blinken ay isang indikasyon na ang Southeast Asia ang tinitignan ngayon upang buhayin ang ekonomiya ng mundo.

“America and the global powers do not want to miss out on ASEAN. But of course, they can easily miss out on the Philippines – and we will miss them – if we are not even in consideration for investments because we don’t allow them,” dagdag pa ni Salceda.

Makatutulong umano ang pag-amyenda sa Retail Trade Liberalization Act at Foreign Investments Act, na nasa lamesa na ni Pangulong Rodrigo Duterte at ang panukalang amyenda sa Public Service Act na nakabinbin sa Senado para pumasok ang mga dayuhang mamumuhunan.

“Of course, this will be a beauty contest. We will benefit from investments in our neighbors, but we are also competing with them. We cannot be the dimmest star in the region. We need to open up,” punto ni Salceda.

Nanawagan din si Salceda na bilisan ang pagpapalabas ng Strategic Investment Priorities Plan o listahan ng mga industriya na bibigyan ng tax incentive sa ilalim ng Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act.
