Pinuna ni House Senior Deputy Minority Leader at Northern Samar Rep. Paul Daza ang P3 bilyon hanggang P4 bilyong pondo para sa libreng Wi-Fi na inilipat umano ng Department of Information and Communication Technology (DICT) sa Metropolitan Manila Development Authority (MMDA) at mga lokal na pamahalaan.

“This is an example of what we call an inter-agency transfer, but this one in particular doesn’t seem to have clear guidance from Congress, which is mandated to enact the General Appropriations Act, making this transaction or agreement highly suspicious — if not illegal,” sabi ni Daza sa isang privilege speech sa sesyon noong Miyerkoles.

Bagama’t maaari umanong sabihin na “in good faith” ang paglilipat ng pondo, ipinunto ni Daza na ang inter-agency transfer ng pondo ay dapat alam ng Kongreso.

Partikular na tinumbok ni Daza ang P1.1 bilyong NCR Fiber Optic Backbone Development contract na isinalang sa bidding sa unang bahagi ng Nobyembre.

“…We were informed by a very reliable source that this big-budget, one-billion-peso project apparently had only one bidder: a joint venture between A-WIN and NET PACIFIC, Inc.,” sabi ni Daza. “Alam niyo naman po, Mr. Speaker, na tumataas ang kilay ng taong-bayan kapag ganito ang set-up. As our reliable source put it, “GANITO KALAKI ANG PROJECT PERO IISA LANG ANG BIDDER NA NAG-QUALIFY? TALAGA?”

Sinabi ni Daza na dapat ay mayroong malinaw na panuntunan ang paglilipat ng pondo para malaman kung sino ang dapat na managot sakaling magkaproblema ito.

“….Baka po magbago ang ibig sabihin ng MMDA. Baka imbes na Metro Manila Development Authority, ang maging kahulugan ng MMDA ay “Making Money from DICT Allocations,” dagdag pa ng solon.

Binanggit din ni Daza ang tinawag nitong “interesting data” sa procurement page ng MMDA gaya ng laptop na ang presyo ay P90,500 at tablet na P121,000 ag halaga.

“Mr. Speaker, we have full faith in our President’s leadership and we trust that with these leads, he, with the support of Congress, will lead the call for the conduct of immediate investigation of the procurement of MMDA especially this 1 BILLION 100 MILLION bid for NCR Fiber Optic Backbone Development, which was originally allocated for DICT,” dagdag pa ni Daza.

Kung lalabas umano na iligal ang paglilipat ng pondo, dapat na ibalik ng MMDA ang pondo sa DICT o sa national treasury. (Billy Begas)
