Inaprubahan ng Kamara de Representantes sa ikalawang pagbasa ang panukala na isama ang electronic platform sa saklaw ng electronic violence against women and their children (E-VAWC).

Aamyendahan ng panukalang Expanded Anti-Violence Against Women and Their Children (E-VAWC) Act (House Bill 8009) ang Anti-VAWC Act of 2004 (Republic Act 9262).

Sa kaniyang sponsorship speech, sinabi ni House Committee on Women and Gender Equality chairperson at Bataan Rep. Geraldine Roman ang kahalagahan na mabago ang batas upang maging angkop sa panahon.

Sinabi ni Roman na ang VAWC ay isang “grave concern”. Nakapagtala umano ang Philippine National Police ng 7,161 kaso ng VAWC noong 2022.

“During the height of the COVID-19 pandemic VAWC was rampant especially during lockdown which made women and children more vulnerable to abuse since some of their perpetrators stay with them in the same household,” sabi ni Roman.

Dagdag pa ni Roman, “Likewise online sexual abuse cases were also widespread and vawc evolves into several forms with the use of information and communications technology and social media employing the internet facility as platform.”

Sa ilalim ng panukala, ang electronic o ICT-related violence ay mga aksyon o hindi pag-aksyon sa paggamit ng ICT data upang magdulot ng mental, emotional o psychological distress o paghihirap sa mga babae at bata.

Nakasaad din sa panukala ang agarang pag-bloc, blacklist, pag-alis o pag-shutdown ng na-upload na materyales laban sa babae at bata.

Kung mabibigo ang internet service provider na makipagtulungan sa mga law enforcement agency ay mahaharap ang mga ito sa obstruction of justice, ayon sa panukala.

Ang mga biktima ng E-VAWC ay bibigyan ng 20 araw na paid leave bukod pa sa mga leave na ibinibigay sa Labor Code, Civil Service rules and regulations at iba pang batas at polisiya ng kumpanya. (Billy Begas)
