Mayroon lamang P1 milyong confidential fund ang Commission on Human Rights (CHR) para sa 2024.
Sa deliberasyon ng panukalang budget noong Martes, nagtanong si House Committee on Appropriations senior Vice-chairperson at Marikina City Rep. Stella Luz Quimbo kaugnay ng paggamit ng CHR ng confidential fund.
Sinabi ni CHR chairperson Richard Palpal-Latoc na nagamit ng ahensya ang lahat ng confidential fund nito noong 2022 at 50% hanggang noong Hunyo 2023. Ang CHR ay may tig-P1 milyong confidential fund noong nakaraang taon at ngayong taon.
Noong 2020, naubos din umano ng CHR ang P5 milyong confidential fund nito, ayon kay Palpal-Latoc.
“So, this is your chance Chair if you feel there’s a need to augment that particular budget item, you have the floor sir,” sabi ni Quimbo.
Sagot naman ni Palpal-Latoc, “We have the mandate to protect, prevent violation and promote human rights and among the most important mandate of the Commission is to investigate human rights violation involving civil and political rights and as an investigative body it is surprising that the Commission is allocated a very minimal amount for confidential fund. And how can we effectively provide that service aside from investigating we are also doing victims support and referral system and part of this is witness protection your honor. So confidential fund your honor is very much needed by the Commission and we hope that the committee, the chairman and the members and your honors, will consider providing such allocation to the Commission.”
Hiniling naman ni Quimbo kay Palpal-Latoc na isama sa wish list ng ahensya ang dagdag na confidential fund.
Sinabi ni Palpal-Latoc na walang notice of disallowance ang CHR at nakatanggap ito ng unqualified rating mula sa Commission on Audit (COA).
Pinuri naman ni Albay Rep. Edcel Lagman ang CHR dahil sa hindi umano pagsama sa pagkuha ng hindi resonableng confidential fund.
“Let me congratulate the CHR in not joining the official avarice for confidential funds. I think between the Department of Education (DepEd) and the Office of the Vice President (OVP) your mission is more germane in availing of a reasonable amount of confidential funds,” sabi ni Lagman.
Ang DepEd ay mayroong P150 milyong confidential fund samantalang ang OVP ay may P500 milyon sa ilalim ng National Expenditure Program (NEP).
Nagpasalamat naman si Palpal-Latoc sa pahayag ni Lagman.
Itinulak ni ACT Teachers Rep. France Castro at Gabriela Rep. Arlene Brosas ang pagdaragdag ng pondo ng CHR para sa susunod na taon. (Billy Begas)
